The tin industry is in an important window period of transforming mode and adjusting structure

Chen quanxun said in his speech that tin is the traditional advantageous resource of non-ferrous metals in China. The scale of production and sales accounts for about half of the world, ranking first in the world. In 2016, the output and consumption of refined tin in China were 166000 tons and 158000 tons respectively. Production: from January to April, the output of ten non-ferrous metals was 18million tons, an increase of 8.1% year-on-year. Among them, the output of refined tin was 65000 tons, with a year-on-year increase of 9.8%. Market: in the first five months, the average price of major non-ferrous metals increased significantly year-on-year, but the average spot price in April and may increased year-on-year and fell month on month, indicating that the market environment has improved, but it is not stable. In terms of benefits: from January to April, enterprises above Designated Size achieved a main business income of 1854.3 billion yuan, a year-on-year increase of 19.4%, and a total profit of 71.2 billion yuan, a year-on-year increase of 79.9%. Among them, the tin enterprise realized a profit of 55 million yuan, and the industry turned losses into profits. Investment: from January to April, the fixed investment in the non-ferrous metal industry was 133.4 billion yuan, a year-on-year decrease of 10.8%, an increase of 9.6 percentage points over the same period last year. Chen quanxun pointed out that the tin branch was not established for a long time, but it has made good achievements and made due contributions to promoting the healthy development of the industry. he said that the progress of the tin industry was obvious to all, the achievements of the branch work were hard won, and the industrial operation finally reversed the loss situation. However, the sustainable and healthy development of the tin industry still faces a series of deep-seated problems, such as overcapacity, rising costs, environmental constraints, application expansion and so on. The foundation for the recovery of industrial operation is not yet solid. The branch still has a lot of work to do to safeguard the interests of the industry and promote the development of the industry

Chen quanxun put forward four opinions on the work of the branch:

We can no longer unilaterally understand development as scaling up, expanding production capacity, and engaging in construction. On the contrary, transformation and upgrading, improving quality and efficiency, and opening up and cooperation are development at a higher level. For example, coordinate the effective protection and rational development of domestic tin resources; Relying on the "the Belt and Road" strategy, promote international production capacity cooperation and make full use of "two resources and two markets" at home and abroad; Deeply analyze and study the market demand, keep the supply in line with the expected demand, and restrain the blind expansion of smelting capacity; Take advantage of policy opportunities to deal with some "zombie" enterprises, highlight their main business, slim down and keep fit, etc. This requires us to practice our internal skills solidly, steadily promote reform, and build a new pattern of steady and healthy development of the industry with the concept of coordination

third, adhere to the characteristics and advantages. Although the overall scale of the tin industry is small, China's tin industry has prominent characteristics and obvious advantages, and its influence in the world is increasing day by day. China is striving to become a manufacturing power. In this historical process, tin, as an important functional material, plays an indispensable supporting role. Whether it is the "made in China 2025" strategy, the military civilian integration strategy, "Internet +" strategy, or the "13th five year plan" for the development of non-ferrous metal industry, many key projects are inseparable from tin materials and tin products. In particular, the development of intelligent manufacturing has constantly put forward new requirements for the performance, variety and quality of tin materials, creating opportunities for expanding the application of tin in new energy, microelectronics, new chemical industry and other fields at multiple levels and angles. The key is that we should pay close attention to scientific and technological innovation, give full play to the distinctive advantages of tin, and actively adapt to the high-end, diversified and personalized needs of manufacturing powers

Since the formal implementation of the new environmental protection law in 2015, environmental protection policies have been stepped up at all levels, and production emission standards have become increasingly stringent. Next year, the environmental protection tax law will be implemented, and the central environmental protection supervision is also increasing, which forces our entity enterprises to pay attention to "golden mountains and silver mountains" and "green waters and green mountains".
